Context
These colonies declared independence in 1776 but operated under the Articles of Confederation until the Constitution was drafted in 1787. Delaware was the first to ratify the new Constitution on December 7, 1787, earning it the nickname "The First State." Rhode Island was the last of the original 13 to ratify, doing so in May 1790—over a year after George Washington became president.
