Context
The Framers designed Congress with two chambers to balance representation. The Senate gives equal power to all states (two senators each), while the House allocates seats based on population. This compromise, reached at the Constitutional Convention in 1787, satisfied both large and small states. Together, the 535 members of Congress form the legislative branch.
