Context
President Thomas Jefferson negotiated the Louisiana Purchase for $15 million, even though the Constitution did not explicitly grant him authority to acquire territory. France, led by Napoleon Bonaparte, needed funds for European wars and could no longer defend the vast territory. The purchase opened the western United States to settlement and exploration, including the Lewis and Clark expedition of 1804–1806.
