Context
The Senate was designed as the chamber where states have equal representation, regardless of population. Unlike the House of Representatives, where seats are allocated by population, each state gets exactly two Senators. This structure was a compromise at the Constitutional Convention in 1787 between large and small states. Residents of Washington, D.C. and U.S. territories do not have voting representation in the Senate.
