Context

The Framers chose four years as a balance between accountability and stability—long enough for a president to implement policies, short enough to require regular voter approval. Originally, presidents could serve unlimited terms, but the 22nd Amendment (1951) restricted them to two terms after Franklin D. Roosevelt won four consecutive elections. A president who serves more than two years of another president's term can only be elected once more.
