Context

Franklin D. Roosevelt broke the two-term tradition set by George Washington by winning four elections (1932–1944), serving during the Great Depression and World War II. After his death in 1945, Congress proposed the 22nd Amendment to formalize the two-term limit and prevent future presidents from holding office indefinitely. The amendment was ratified in 1951 and first applied to Dwight D. Eisenhower.
