Context

The first ten amendments, known as the Bill of Rights, were ratified in 1791 to guarantee fundamental liberties. The remaining seventeen amendments were added over more than two centuries, with the most recent—limiting congressional pay raises—ratified in 1992. The amendment process is deliberately difficult, requiring two-thirds approval in both houses of Congress and ratification by three-fourths of state legislatures.
